If your nail slides smoothly over it without catching, the scratch is in the upper clear coat layer and can usually be polished out. If your nail catches in the groove, the scratch has penetrated past the clear coat into the paint layer; polishing will round off the edges to make it less noticeable, but complete removal requires touch-up paint.
